Conciliation between Government as employer and the unions continued on 28 June 2010.

The employer’s offer was that they add the proposed 0.5% increase in housing allowance to the salary increase, which will then amount to 7%, and that the housing allowance of R500 remains as is.

This offer was not acceptable to labour and the commissioner issued a certificate of the matter being unresolved. She indicated that there was no possibility of an agreement between parties.

This situation is very regrettable because the employer stalled at their offer of 6.5% increase in the salaries of publc servants while Labour kept negotiating in good faith.

It is now clear that the emloyer knew in advance that their offer was final whle Labour was still juggling around, trying to find some common grounds.

The principals will meet on Friday 2 July 2010 to consider a way forward, but at this stage industrial action seems inevitable.
