REPORT ON THE PROPOSED OSD FOR DOCTORS, PHARMACISTS AND EMERGENCY MEDICAL SERVICES
The employer has submitted a proposal outlining their intended offer for the Occupation Specific Dispensation for the above broad categories. The first round was used to establish clarity around the employer proposal, as many aspects remained unclear.
CONCERNS THAT THE OSD AIMS TO ATTRACT & RETAIN MUCH NEEDED DOCTORS, DENTISTS, PHARMACISTS AND EMERGENCY SERVICE PERSONNEL MAY HAVE THE OPPOSITE EFFECT
The proposal which is on the table from the employer differs significantly from the agreement reached in Resolution 1 of 2007 as follows;
- It proposes that the employer will pay a once off amount for the period between 01/07/08 until 30/06/09 in lieu of the states failure to implement the OSD as stipulated in the agreement at that time ( the amount for the once off payment is not determined as yet)
- The Medical Officers OSD (including, doctors and dentists ,specialists ) will be phased in over a two year period.
- The Pay progression measures remain vague and appears to differ significantly from the manner in which other OSD’s have been implemented.
- The monetary values being offered are the furthest from enticing
